Issuance of Temporary Resident Permits

If a foreign national is inadmissible to Canada based on criminal and / or health grounds, they may be eligible for a temporary resident permit (TRP) to enter or remain in Canada on a temporary basis.

To qualify for a TRP, a foreign national must demonstrate that their need to enter Canada is compelling and sufficient to overcome any potential health and / or safety risk(s) to Canadians and Canadian society.

Lexbase recently released some interesting statistics regarding the issuance of TRPs at some major Canadian ports-of-entry in 2016 / 2017.

According to Lexbase, the Vancouver International Airport (VIA) issued 1,500 TRPs, Terminal 1 of the Pearson International Airport (PIA) issued just under 1,200 TRPs, Terminal 3 of the PIA issued 727 TRPs, and the Pierre Elliott Trudeau Airport (PET) issued less than 350 TRPs during the same period of time.

Lexbase has not published the number of TRPs that were applied for at these ports-of-entry. Therefore, we cannot calculate which of these ports-of-entry have the highest approval rates for TRP applications. However, these statistics confirm that the VIA and PIA issued far more TRPs than the PET in 2016 / 2017.
